Swiss nationals living abroad – sometimes referred to as the Fifth Switzerland – are dispersed over all the continents and comprise all age groups. In countries ranging from A for Afghanistan to Z for Zimbabwe, Swiss nationals have opted to live abroad temporarily or permanently. The largest Swiss community abroad is in France, where over 170,000 Swiss nationals are registered.

Before moving abroad and during their stay in the foreign country, Swiss emigrants often have to deal with questions such as obtaining passports, changes in marital status, attendance at Swiss schools abroad, etc. The first point of contact when such questions arise are the Swiss embassies and consulates general abroad, which provide support, including emergency support, for the Swiss abroad. In addition the Service for the Swiss Abroad of the FDFA also deals comprehensively with issues concerning the Swiss abroad. It is a point of contact for Swiss nationals abroad and advises the Federal Council on political issues concerning the Swiss Abroad. It also represents the Confederation in various Swiss Abroad bodies and manages federal subsidies to a number of organisations of the Swiss Abroad.

Information on living abroad will be found in various leaflets, in the "Tips for the Swiss Abroad" published by the Service for the Swiss Abroad and in the country dossiers of the Federal Office for Migration ("Swissemigration“). Current information and news from Switzerland is published on the Swissinfo website. Swiss nationals abroad who are registered with a Swiss representation also regularly receive the Swiss Review, which reports on issues of interest to Swiss nationals, in particular changes to laws that are relevant to the Swiss abroad.

Alongside the various Swiss associations abroad, the Organisation of the Swiss Abroad (ASO) promotes reciprocal relations between the Swiss Abroad as well as contacts with the home country. It represents their interests in Switzerland, publishes the Swiss Review and offers a wide range of services (e.g. youth exchange programmes).

Indonesia is a priority country for Switzerland’s economic development cooperation; it is under the overall responsibility of the Swiss State Secretariat for Economic Affairs (SECO). In Indonesia, the program is coordinated by the Head of Economic Development Cooperation at the Swiss Embassy in Jakarta. The Embassy intends to strengthen its team with a:

National Program Officer

The Position
The post holder will report to the Head of Economic Development Cooperation of the Swiss Embassy. He/she will assist the implementation of SECO’s country programme for Indonesia, and work closely with both our counterparts and implementing partners in Indonesia, and program managers and technical specialists at SECO headquarters in Berne, Switzerland.

Responsibilities and Duties
The National Program Officer will work primarily on private sector and economic governance measures of the SECO program. These measures target, for example, regulatory reform to improve the business and investment climate, corporate governance in companies and financial sector institutions, access to finance for SMEs, integration of SMEs into global value chains (such as cocoa), competitiveness of sectors relevant for income and job creation, trade capacity building, application of standards and norms, promotion of social and environmental standards, and the use of environmental technology.

To this end, he/she will:

  • Support and backstop the identification, preparation, implementation and monitoring of SECO-funded programs and projects;
  • Maintain regular contacts with the project implementation agencies, consultants and relevant government agencies;
  • Participate in project steering and implementation meetings, sectoral meetings with government agencies; and donor coordination meetings;
  • Provide support to program missions; assist in the preparation and conduct of seminars, workshops and technical meetings;
  • Collect information on political, social and economic trends in Indonesia and assess their potential impact on SECO-funded programs and projects;
  • Help maintain external relations with national and sub-national government institutions, multilateral and bilateral donors, the private sector and civil society of relevance to the program;
  • Contribute to the monitoring of the country strategy (incl. annual programming and program level reporting);
  • Carry out other duties as may be assigned.


Education, Experience and Qualifications
Education: University degree preferably at post-graduate level or equivalent, in economics, development studies, social/political sciences or a related field.
Experience:

  • Minimum of 5 years of professional experience in one or several of the following areas: development economics, private sector development, trade facilitation.
  • Experience in program management.
  • Practical know-how of development cooperation.
  • Knowledge of relevant actors in development cooperation in Indonesia, such as private sector and civil society actors, governmental institutions at the national and sub-national levels, multi- and bilateral donor organizations,.
  • Some work experience with an international organization preferable.
  • Languages: 
  • Excellent command of English and Indonesian.
  • Knowledge of either French or German would be an additional asset.

Competencies:

  • Capacity to work independently and to interact with a broad range of partners (incl. donor representatives);
  • Good analytical and writing skills;
  • Sound knowledge of economic and social trends in Indonesia;
  • Ability to use analytical tools and to perform analyses for the assessment and implementation of projects/programmes;
  • Trouble-shooting and problem-solving skills;
  • Ability to advise partners on technical cooperation processes and requirements and project formulation and feasibility;
  • Ability to represent the office;
  • Ability to plan and organize work;
  • Excellent report-writing skills and good communication skills;
  • Computer literacy required.
