Senior Finance Manager

Responsibilities:

• This is a full time position with financial management responsibility for the IAFCP Facility, including management of both Imprest Account and Operational Account. The individual will report to the Facility Manager and be responsible for managing and controlling the finances of the Facility, budgeting, reporting and financial analysis of the Facility, providing financial support to the Facility Manager and PO.
  
• The position will be based in Jakarta with some travel to project sites.

Qualification and experience:

• The Finance Manager should be qualified (degree or post-graduate degree) in an accounting, business administration or financial management discipline. The individual must have demonstrated 5+ years of financial management of large and complex projects (preferably in the natural resource management sector) including experience managing grants and/or sub-contracts. Previous experience working on audits is essential. Familiarity with AusAID projects and programs would be considered an advantage. A demonstrated understanding of Indonesian company and organisation financial regulations and Indonesian taxation laws is required.
  
• It is expected that the Finance Manager will be an Indonesian national and must be fluent in both written and oral English and Bahasa Indonesia.

Terms of Reference:

• Manages financial management procedures with clear and transparent mechanisms and processes, complies with the requirements of the MC and AusAID
• Management of Facility Operational Funds, including the Imprest account for grant funding, reimbursable cost paid, and funds for sub-contracting, financial reporting of grant funds by grantees, disbursement and accounting of funds according to Commonwealth of Australia procedures;
  
• Manage the Imprest Management System (IMS)
  
• Monitor all project expenditure on a monthly basis; and
  
• Development of manuals and training to support quality financial reporting for all IAFCP staff (and possibly sub-contractors where required)
  
• Provide quarterly Funding Schedules and all acquittal documentation required under the AusAID contract;
  
• Coordination with all IAFCP project offices on project fund allocations and expenditure;
  
• Conduct internal and external audits as necessary on use of Imprest Account and systems
  
• Supervise, monitor and support the Finance Officer and Activity Coordinators; and
  
• Provide all requested financial reports to the Facility Manager and/or PO office in a timely and efficient manner.

SENIOR FINANCE MANAGER (Jakarta, Grand Indonesia)
Responsibilities:

• Manage all aspects of financial & accounting and human resource functions. This includes reporting, reviewing & performing financial performance analysis, consolidation, inventory management, cashflow management, taxation, internal controls, credit control and risk management, payroll and recruitment.
• Ensure timely and accurate preparation of monthly, quarterly and annual financial and management reports in accordance with accounting standards
• Develop strategic plans, budgets and cash flow projections with financial performance measurement and analysis
• Work closely with Group FC on treasury and cash flow management to achieve optimal cash position from the group perspective
• Assist in developing policies and procedures to improve financial and operational processes and align with that of Singapore HQ wherever possible
• Ensure compliance with local statutory and group reporting requirements
• Develop and maintain a good system of internal controls and ensure compliance with such internal controls, policies and procedures set
• Assist in managing daily operational issues relating to finance and internal controls
• Assist in tax matters and ensure all tax filings are done on time and provide tax advice when required
• Assist in governmental and legal matters
• Liaise with bankers, auditors, company secretary and any other third party as required
• Supervise, lead and develop finance team members

Requirements:

• Good degree or professional qualification in Accountancy / ACCA and CPA qualifications
• Minimum 8 years of relevant working experience with at least 5 years of post-qualifying experience and 3 years in a management capacity
• Strong leadership coupled with hands-on attitude is essential as incumbent will have to provide leadership and coaching to the team
• Excellent inter-personal skills
• Strong knowledge of IFRS and possess strong analytical skills
• Self motivated, independent, able to multi-task and work under pressure
• Excellent writing and communication skills in English and Bahasa Indonesia / Malay
• Ability to start work immediately will be an advantage
